The WSD™ function does not consider accounts with less than 50,000 fans. The logic behind the WSD™ being to compare the engagement per piece of content between accounts of different sizes, normalising implies that results for accounts with very low numbers of fans are biased and would in turn impact the results with that bias. e.g. a 1,000 employee company with a 1,000 fans account that systematically gets likes on its posts from 50 of its employees would have a 5% engagement rate, which might actually be higher than its reach.
